So let's make clips of the month, so everybody can take part.
Clips should be about 30 secs I'd say.

Everyone can send in (not upload) short clips of kills or killstreaks.A panel then selects the best 5 and one then cuts it all togehter with commentary and music of course. THen it gets uploaded to youtube and you will see the results

Nonono.
Just send them to the ppl who make the videos. Otherwise everyone will know them already and that is kinda boring. We need a group of people who decide which videos will be taken, and those ppl cannot send in clips themselves. It could change every month, but it should all be kept secret until it is revealed in the video. The could just cut the short clip and upload it to rapidshare or depositfiles or w/e.
