well this is confusing:

He needs 4 votes beacuse he has been in TX before.
He got 4 of 4 votes (Judge, Krauser, Iceman, me)
He also got a no-vote (DC-17)
1 VOTE + 1 NO-VOTE = 0 vote

so: 4 votes + 1 no vote = 3 of 4 votes

He needs one more vote to get in or 1 more no-vote to get denied.
