If you are Ptiboy: In past, you got demoted (by Vash) because of your behaviour. You insulted Vash while he was playing with another name. Even when he told you to stop (as Vash I think), you still continued insulting...
Generals: Make sure he has changed his behaviour, before he gets accepted!

If you stay in DC for other divisions than RC, this is ok. But otherwise, this would be multi-clanning. Also, when you start an application: Show your best side. Being honest is a good way to show that you really mean it. That you take this serious etc.
If you were Ptiboy...edit "Previous clans"...and add TX as a previous clan.
