I don't think this application have the TX material though but I want to hear some General opinion about him, as long as I don't have enough time to give for an application at the moment.

It won't help the clan at all if you say "he can show us he can do better" and stuff. Sometimes you need to be a bit strict, strict, not harsh or impolite. Tell him the truth. And the truth is:

I do fully agree with Judge. You can tell him on Xfire that he should maybe cancel his application, since he would probably waste his time with it here. But calling him a noob like "go away you suck" is exactly something I don't want in TX! We are NOT 7DS and we DO NOT act like that.
