I have a Question. Where does Windows 7 save the passwords like the log in PW and so on?. Aren´t they in the same file or something like that? It is really important to know.

They're saved in hash algorithms, there are programs to get the password, may take a while when the password is difficult but basically it is no problem at all. It is illegal to do so I wont explain anything I'll just say a hint: Cain & Able.
What you do with these words is completely up to you! ;)
EDIT: Thought about it again and I think it is even legal, depends on what you use it for. I think it is not illegal basically, but you could use it for forbidden purposes, so be carefull what you do with it!

Yes of course there are some "tools" out there to decrypt passwords. But that's not easy as Ironhide said.
