You could also ban him permanently with the IPPolicies stuff.
When reconnecting your rooter, your IP won't change completely like (example) from 188.40.128.23 to 188.40.128.38 or 188.40.128.45, etc. and the IPPolicies can ban all the IPs starting with "188.40.128". Of course there is a risk that someone else got his IP starting with the same numbers but the risk is VERY small so I think we could do that and and get rid of this asshole forevermore...

It really depends on your ISP. Many of them can give you 5 different IP ranges....
