I have a 32.000 from Kabel Deutschland.
But I was able to download with 5 Mb/sec?!

Well a friend of mine has such "problems" aswell. He's got a 2k connection but is able to download at 700 kb/s sometimes. This can occur when some bandwith limitation errors at the cable company happen. You should be happy, not bothered^^.
But to be frank, 5mbit seems like a little bit too much
