i dont think that this is a problem. i'm sure that our tournament system is good enought to support just 12 members, isn't it?

No. The brackets are always the same, either 2, 4, 8, 16 ,32 or 64 teams (x2 all the time).

Chose between:
8 teams, 2 players per team -> Find some more players
4 teams, 3 players per team -> Create new teams with the current amount of players

Or:
Do not play this as a tournament but as a ladder. Then you can play with any amount of teams and players, 1-100000.

Well if you did not play a match yet you are unranked anyway, that does only count for the teams that already played a match.
