New computer

I ask you guys because my brother is going to buy a new computer. He only have a budget of +/- 400€ (without monitor)

Can you make me the best gaming computer possible? Do not count the monitor, keyboard and mouse, on the price, only "Central processing unit"

300 just for a CPU or for the whole pc except monitor and keyboard? You should probably ask some french guys because its hard for us to use French shops^^

400* for the whole pc except monitor and keyboard, I'll ask also when I'll see him but I need more opinions, don't worry you can use english shops it's still the same name anyway..
