New temporary voter

As Crimson is currently inactive, there is one voter missing in our RepCom Division. Penguin will have the voting rights untill Crimson gets back. He is an active and an experienced member, he is the right guy for this job.

Theres presently a large number of applications.

Also Geniuz recently went inactive in repcom, which leaves us 2 voters down atm. Even when Crimson is back we will effectively be missing a voter still.

I think atm especially with the high volume of applications it would be for the best.
