But there is a sick Fastscopetechnique that allows to kill people like that on a big range without any luck.
As I didn't know how to, I also thought such kills were luck. But Kevka (a friend of me) showed me this Scopetechnique and its definitly awesome!
Most kills are done on Public, that sucks.
Btw. I prefer the Scoper @ 0:43-0:47 :)

In my school there is the best COD4/6 player on xbox360 and one of the best counter-strike :source player (top 10 esl in 3 matches) they were paid to play... and they are french :)
